This paper consists of two separate but related sections dealing with the Pre-Dorset (Arctic Small Tool) and Dorset traditions of the central and eastern Arctic. The first section is a general treatment dealing with the nature and consequent behavior of these early traditions, while the second is a specific discussion of culture variants and culture change as they are manifested in the components of the Seahorse Gully site at Churchill, Manitoba. The discussion of these topics proceeds within the framework of General Systems Theory.
